Xbox, PS3&4 and japanese arcades all have vsync enabled because of what I mentioned above. Where with out Vsync, hardware synchronization, input responses and visual timing varies which is why you get massive screen tearing at the same time, unless you have a free-sync or G-sync monitor.

Vsync is important and provides smooth, precise and consistent input timings at the cost of some input delay, but it's always consistent and easy to adapt to. I am not going to go too much into detail about the specifics, but the reason why you see guides for vsync or want the benchmark to read 60fps is to sync your monitor and hardware to the games pixel and frame rendering.
